A Westmoreland County borough is using the Penn-DOT’s “Turn-back” program to fund road improvements. At its meeting Tuesday night, Export City Council unanimously approved using the Pennsylvania Department of Transportation’s program. Under the Turn-back program, Export will be responsible for its own maintenance projects, such as plowing or salting. Penn-DOT will provide funding for road and infrastructure upgrades. The first project under the program is a one-point-six-million-dollar upgrade to a near one-mile section of Italy Road.
